Producer Responsibility Organisations launch new portal to make it easy for companies to apply for compensation for business packaging waste

When Extended Producer Responsibility (EPR) for packaging enters into force on 1 October 2025, companies that are end users of packaging waste should not be left with the bill. Instead, they can apply for financial compensation. To make this process as easy as possible for Danish businesses, Emballageretur and ERP Denmark are now launching a joint digital solution – affaldsanmodning.dk – and inviting all Producer Responsibility Organisations (PROs) and their members to join.

When packaging EPR enters into force from 1 October 2025, a new task will arise for companies that are end users of packaging. They will be able to apply for financial compensation – known as compensation for business packaging waste – for the collection of their packaging waste.

To make this as easy as possible, the Producer Responsibility Organisations Emballageretur and ERP Denmark have jointly developed a system that handles requests for compensation for business packaging waste from companies located in the municipalities assigned to the two PROs as part of packaging EPR.

“There is already plenty of complexity in packaging EPR, which is why we have developed the shared portal, affaldsanmodning.dk. It makes it easy and straightforward for businesses to report their data and apply for compensation for business packaging waste,” says Morten Harboe-Jepsen, CEO of Emballageretur.

One option is for compensation to be paid to the company itself.

Another option is for compensation to be paid to the waste collector.

All Producer Responsibility Organisations – and their members – are invited to join

The new system from Emballageretur and ERP Denmark has been developed together with the software company Axla, which has many years of experience with digital solutions for the waste and utilities sector.

Companies entitled to compensation for business packaging waste can apply via affaldsanmodning.dk for waste collections carried out from 1 October 2025 at the earliest. The request is submitted digitally and verified using MitID. To ensure correct payment, companies must submit documentation, for example in the form of invoices from the waste operator.

The solution is open, and the other PROs in the packaging area are invited to connect to it, so that all Danish businesses can benefit from the system.

“It is a legal requirement that requests for compensation for business packaging waste must be handled in an easily accessible way. With affaldsanmodning.dk, we are creating a shared entry point, so businesses can submit requests in as few places as possible. At the same time, we get a validation platform that ensures companies are compensated correctly and that producers’ money is used correctly, without the need to build up a large administrative control function,” says Torben Frahm, CEO of ERP Denmark.

Companies must apply for compensation themselves

Just as citizens can be end users of packaging, companies’ waste bins can also be the final destination for packaging waste. This could include cardboard boxes, plastic films or containers that become waste in the office, shop or factory.

Unlike citizens, where the municipality and the EPR system settle automatically, companies must actively request financial compensation.

This is because companies are free to choose which waste scheme they want to use among the operators on the market.

Facts about business waste

Compensation for business packaging waste is given to companies that pay EPR fees for packaging that is used exclusively for business purposes – in other words, packaging that does not end up as household waste.

The purpose is to ensure that companies do not pay twice for their packaging waste if they handle and pay for the disposal of their business packaging themselves.

The company must be able to document that the information provided is correct – for example through invoices, contracts or other relevant documentation.

Facts: How compensation for business packaging waste works at Retur and ERP Denmark

If your company is entitled to compensation for business packaging waste, you must apply to the PRO that handles the relevant packaging fraction in the municipality where your company is located, based on its P-number.

The fractions eligible for compensation are the following types of packaging waste:

Cardboard
Paper
Metal
Glass
Plastic
Food and beverage cartons
Wood
Packaging waste sorted as hazardous waste
Packaging waste correctly sorted as residual waste

Companies must provide:

Fraction
Quantity
Waste collector

The company must first create a user account in the system and verify itself using the company’s MitID before applying for compensation.

If the company wants the waste collector to apply for compensation on its behalf, the company must create an authorisation in the system.

The company can choose between two types of authorisation for the waste collector:

One where compensation is paid to the company itself.

Or one where compensation is paid to the waste collector.
