PPWR is on its way: Understand the requirements that apply from August 2026

From 12 August 2026, the first requirements under the EU’s new Packaging and Packaging Waste Regulation (PPWR) will apply.

PPWR replaces the previous directive. It applies directly in all Member States without national implementation and sets common rules for what packaging may contain, how it must be documented, and who carries the responsibility in the value chain.

PPWR tightens the requirements for packaging and clarifies responsibility throughout the value chain.

The Regulation clarifies key definitions — for example, that small bags and units such as tea and coffee bags, as well as coffee capsules, are considered packaging when they are designed to be discarded together with their contents.

The producer definition becomes clearer, and the end user is now defined as the end user of the product, not of the packaging. This changes the allocation of responsibility, particularly in relation to imports and transactions between companies.

In addition, PPWR clarifies responsibility in cases where companies unpack or repackage goods: companies that unpack packaging for repackaging may themselves become responsible for the transport packaging, even if they do not own the packaged products.

The Regulation also introduces stricter restrictions on hazardous substances, including a ban on PFAS in food contact materials.

Documentation requirements will increase significantly: producers must be able to document compliance with PPWR, and a Declaration of Conformity (DoC) must accompany the packaging throughout the value chain.
