What will Extended Producer Responsibility for textiles involve?

The upcoming Extended Producer Responsibility (EPR) requirements for textiles will be based on the same core principles as other EPR areas: registration, data reporting, payment of environmental fees and waste management. Here, you get an overview of what companies should already prepare for and what the scheme is expected to require in practice.

The upcoming EPR requirements will affect data, finances and operations

The Danish executive order is not yet in place. But companies covered by the scheme should prepare for more than registration and reporting alone.

They will also need to be able to calculate quantities, understand product categories, budget for environmental fees and be ready for the waste management that the scheme is to finance. It is therefore a good idea to begin preparations in good time.

Obligations you should pay particular attention to

Registration and administration

Companies with EPR obligations will need to register with Danish Producer Responsibility (DPA), as with other EPR areas. Registration will be a prerequisite for legally marketing the covered products. Tekstilretur helps you understand the requirements once the Danish rules are in place.

Reporting of quantities

You will need to report the quantities of textiles you place on the market, in kilograms and divided by product categories. These data will form the basis for both authority requirements and the calculation of environmental fees.

Environmental fees and waste management

You will finance the collection, sorting, reuse and recycling of the products you place on the market. This will be done through environmental fees paid to Tekstilretur and fees payable to the authorities (DPA and the Danish Environmental Protection Agency). Over time, the environmental fees will become eco-modulated.

Eco-modulated fees will link design and economics

Textile EPR is expected to include eco-modulated fees, as known from other EPR areas. This means that the fee will depend on how circular the products are designed to be.

Products with a long lifespan, high durability, a larger share of recycled fibres and better recyclability will be better positioned than products with a short lifespan and difficult waste management. The specific design criteria have not yet been defined, but the EU is working on common European guidelines through the Ecodesign Regulation.

The price level has not yet been finally clarified

Textile waste management differs from other EPR areas because the market is still immature and developing. This makes it more difficult to provide precise forecasts for the costs producers will face.

The most responsible approach is therefore to say it as it is: we do not know the cost level at this point. However, we know the framework for the costs that will be covered by EPR, and we will provide ongoing updates as we gain more clarity on both the Danish executive order and the market for textile waste.

Data and internal control procedures will be an important part of the preparation

As with other EPR areas, companies should prepare to document which products they place on the market and how the quantities have been calculated. Among other things, this means it is a good idea to begin building an internal structure for product categorisation, ongoing registration of weight and quantities, and better traceability in purchasing and sales data.

As producers, you will need to keep internal control procedures for your data calculations and be able to provide documentation if requested by the authorities.

The earlier you start building internal systems and procedures, the easier it will be to turn the rules into something that works in practice when the scheme becomes operational.
